Ottinger Hall was built as a social hall for the members of the "Veteran Volunteer Fireman's Association," which was organized in 1890 under the city's first fire chief, George Ottinger. The building housed a small library, the beginnings of a firefighting museum, and served as a place for social gatherings. Prior to the creation of the city fire department in 1883, volunteer fire brigades were organized within each ecclesiastical unit or "ward," with the motto: "We aim to aid and work to save."
